TheLines’ 2025 NFL Mock Draft 1.0: Following Eagles’ Super Bowl Blueprint

NFL mock draft

As the calendar turns to the Monday after the Super Bowl, it’s officially NFL mock draft season. The Philadelphia Eagles may have just set a new league-wide precedent on building a championship organization — one that brought them to two Super Bowl appearances in three years. This upcoming NFL draft is lackluster in the quarterback department and features a strong defensive class, especially up front. The Tennessee Titans are officially on the clock as the sun rises on a new day and season.

Follow along with TheLines for NFL draft betting content all spring long. NFL draft odds release slowly, starting with No.1 overall pick markets and moving into more specific markets by mid-April. We’ll keep you updated with the latest in NFL draft betting news and odds as those markets drop.

The 2025 NFL draft begins Thursday, April 24, in Green Bay. The first round will air on ABC, ESPN, and NFL Network at 8 p.m. ET/7 p.m. CT. Let’s begin with this 2025 NFL mock draft, version 1.0.

NFL Mock Draft 1.0: Picks 1-10

1. Tennessee Titans: Abdul Carter, EDGE, Penn State

While scarce No. 1 overall pick odds still favor Miami’s Cam Ward, the latest release of mock drafts from experts like Dane Brugler and Matt Miller lean with Penn State pass rusher Abdul Carter. When betting on the NFL draft, trends from those in the know become paramount. Watch as the paradigm shifts throughout the spring. While the Titans desperately need a quarterback, president of football operations Chad Brinker said Tennessee “won’t pass on a generational talent.”

This year, none of the QBs are viewed as generational talents league-wide. While Borgonzi’s quote is left ambiguous, he could refer to Colorado two-way star and Heisman winner Travis Hunter. However, I’ll side with the insiders this early in the game.

2. Las Vegas Raiders (via CLE): Shedeur Sanders, QB, Colorado

NFL mock draft

The Browns have no reason to select a player here, especially with a few quarterback-hungry teams just a handful of picks back. I project Cleveland trades back to the team with the most draft capital (behind them and the Titans), the Raiders.

Head coach Pete Carroll turns 74 this season. While still youthful, the now-oldest head coach in NFL history likely wants to make a big move early and win fast. Deion Sanders was quoted as having “concerns” about “a lot of teams” his son may be drafted by. Oddly, the Raiders — who reside in flashy Las Vegas with a storied past and charismatic, offensive-minded head coach in Carroll — aren’t one of those.

According to consensus rankings and multiple mocks, Ward and Sanders appear to be interchangeable. Vegas may shoot for the upside.

3. New York Giants: Cam Ward, QB, Miami (FL)

NFL mock draft

The Giants need a quarterback, and Ward is the best quarterback available. It’s either Sanders or Ward, barring the Giants making a splash in free agency for a quarterback. Sanders goes No. 2, so Ward goes No. 3.

4. New England Patriots: Travis Hunter, DB/WR, Colorado

Saturday, Sept. 2, 2023. AP photo/LM Otero

Though the coaching staff turned over from Bill Belichick, new head coach Mike Vrabel played under a Belichick-coached defense for eight seasons. New England appears to be pointed up with a new and proven coaching staff and a young, talented quarterback. At No. 4, the Patriots have the luxury of picking the best player. That’s Hunter.

Expect him to continue playing both ways in the pros. Aside from QB, New England has needs across the board, some of which will be addressed in free agency. However, with gaps in the secondary and pass-catcher, Hunter provides a valuable plug-and-play on both sides.

While Belichick may no longer coach in New England, his influence on the organization is undeniable.

5. Jacksonville Jaguars: Mason Graham, DT, Michigan

Saturday, Sept. 7, 2024. AP photo/Paul Sancya

Two players regularly fall to Jacksonville at this pick: Graham and Michigan corner Will Johnson. According to NFL Mock Draft Database, Graham is averaging fifth overall in industry-wide mocks as of early February. With a strong need along the defensive line, Graham makes for a logical selection here.

Johnson suffered an injury that sidelined him for most of the 2024 college football season. While injuries don’t always force a player to fall — at least not one sustained a year before the upcoming NFL season — in a coin flip, that injury likely matters for something. And as the Eagles showed in Super Bowl 59, a dominant defensive line may make having strong corners moot (as in, pressure and sacks happen so fast, corners become secondary).

6. Cleveland Browns (from LV): Will Campbell, OT, LSU

Saturday, Sept. 30, 2023. AP photo/Vasha Hunt

Perhaps being born into a Cleveland Browns household and rooting for this team growing up skews my process with optimism that Andrew Berry & Co. make a sensible move this draft. Given Berry’s dismal track record — completed one of the worst trades in American sports for Deshaun Watson, turned back-to-back No. 1 picks into one postseason win, ran every face of the team out of town in Myles Garrett, Baker Mayfield, and Denzel Ward — this is likely too optimistic a pick.

The Browns need help at the offensive tackle position, among many other spots. However, as the top five teams likely vie for quarterback and specialized players, the best offensive lineman in the draft probably falls outside the top five. That means right into the lap of Cleveland, which traded down with Las Vegas in this mock.

Here’s to wishful thinking!

7. New York Jets: Mykel Williams, EDGE, Georgia

NFL mock draft

The Aaron Rodgers era is over. With a defensive-minded coach entering the fray (Detroit coordinator Aaron Glenn), I anticipate the Jets bridge at QB in free agency and focus their draft efforts on defense. This draft class features a bevy of stud defensive linemen, especially at EDGE. According to industry averages, with Carter gone 1.01, Williams is the next-ranked pass rusher in the class.

However, looking at insider mocks (Brugler, Miller, and Mel Kiper), what the Jets do is anything but certain.

8. Carolina Panthers: Jalon Walker, EDGE, Georgia

Saturday, Nov. 2, 2024. AP photo/Phelan M. Ebenhack

Further following the Eagles’ blueprint, taking stud defensive players from Georgia seems to be a successful strategy. Walker ranks just a few spots lower in the consensus and falls a few picks further in respected industry mocks. The Panthers need help, well, everywhere. But building the defense takes top priority after a dismal year. Carolina finished dead last in EPA per play allowed and competed with Dallas for the worst run defense in the league.

9. New Orleans Saints: Tetairoa McMillan, WR, Arizona

Saturday, Nov. 4, 2023. AP photo/Rick Scuteri

The Saints possess some of the most draft capital this year, and the QB situation is dire. They’re an interesting candidate to trade up for one of the top QBs, but given New Orleans’ draft history, the Saints are more likely to solve that issue in free agency than trade up aggressively for an unknown. So, with another dire need for wide receivers, the Saints go with the top pure receiving option in McMillan.

Nobody in the 2025 draft has the combination of hands and size (6-foot-5, 212 pounds) that McMillan has. A terrible 2024 season for the Arizona Wildcats buried him briefly, but draft scouting re-established McMillan as one of the top options in this year’s cohort.

10. Chicago Bears: Tyler Booker, G, Alabama

Saturday, Oct. 26, 2024. AP photo/Vasha Hunt

Drafting for need here. With a strong foundation, the Bears must improve their offensive line to become competitive. Chicago already addressed its coaching issue by hiring the hottest name on the market, Lions OC Ben Johnson. This team looks to build around Caleb Williams and a young skill corps that includes Rome Odunze and D.J. Moore.

All three interior offensive linemen are unrestricted free agents this coming spring, and the odds of Chicago returning all three are slim.

NFL Mock Draft 1.0: Picks 11-20

11. San Francisco 49ers: Kelvin Banks, OT, Texas

Saturday, Sept. 28, 2024. AP photo/Eric Gay

While San Francisco deliberates whether to sign Brock Purdy to a big contract, revamping its offensive line is a priority. Banks is the best tackle available.

12. Dallas Cowboys: Ashton Jeanty, RB, Boise State

NFL mock draft

How the Cowboys handled Mike McCarthy and the subsequent promotion of OC Brian Schottenheimer shows that Jerry Jones still entirely runs the show. So, at No. 12 and without a star running back, what’s the obvious Jones pick? After all, he just watched a division rival ride a dominant running back to a Super Bowl. Undoubtedly, the Cowboys’ roster is just a running back away from a Super Bowl … right?

13. Miami Dolphins: Malaki Starks, S, Georgia

Saturday, Nov. 2, 2024. AP photo/Phelan M. Ebenhack

This pick is a bit earlier than the consensus on Starks. But the Dolphins need safety help as both starters, Jordan Poyer and Jevon Holland, hit free agency this year. Backup Elijah Campbell becomes a UFA, as well.

14. Indianapolis Colts: Will Johnson, CB, Michigan

Saturday, Nov. 25, 2023. AP photo/David Dermer

Johnson was a top-five NFL prospect before suffering his injury last season. Due to a strong defensive line class and QB-needy teams ahead of the Colts, Johnson may slip further down the board than his talent suggests. The Colts are the first team that needs a corner more than anything else, so this pick makes logical sense. Due to that injury, a team may be unwilling to trade up in the first round to secure Johnson.

15. Atlanta Falcons: Emeka Egbuka, WR, Ohio State

NFL mock draft

A large portion of the NFL world (myself included) owes an apology to the Falcons for last year’s Michael Penix Jr. pick. Penix presented himself as a promising starter at the end of the season. Building around him and giving the Falcons a viable No. 2 is paramount heading into the 2025 season. Emeka Egbuka is an accomplished college receiver worthy of a first-round pick. Having just won a national championship in the Falcons’ building, Egbuka will feel right at home.

16. Arizona Cardinals: Shemar Stewart, DE, Texas A&M

Saturday, Oct. 19, 2024. AP photo/Randy J. Williams

Arizona’s system suits Stewart pretty well as a team that runs a three-man front. At Texas A&M, Stewart played with his hand in the dirt and resembled a defensive end more than a standup outside linebacker often muddled in with EDGE players. Even at No. 16, elite pass-rush talent exists.

17. Cincinnati Bengals: Armand Membou, OT, Missouri

Friday, Nov. 24, 2023. AP photo/Michael Woods

The 2024 Cincinnati Bengals played 2-on-11 all season long, with Joe Burrow and Ja’Marr Chase being the only two consistently excellent players. Defense needs addressing — the Bengals parted ways with their coordinator — but with so much talent along the offensive line in this class, it’s hard to pass on picking up a rising commodity. Even the 17th might be a little late for Membou, whose stock jumped this winter.

18. Buffalo Bills (via SEA): Luther Burden III, WR, Missouri

NFL mock draft

Recently, the Bills have been aggressive regarding moving up the draft board. Recent transactions include moving up for Dalton Kincaid and Kaiir Elam. On the other side, Seattle tends to trade back in the first round, having done so three times since 2016. Luther Burden is a talent worth trading up for. Buffalo needs receivers, and with Egbuka, McMillan, and Hunter all presenting can’t-pass opportunities, watch for the Bills to trade up for a dynamic possession receiver like Burden.

19. Tampa Bay Buccaneers: James Pearce Jr., EDGE, Tennessee

Saturday, Nov. 2, 2024. AP photo/Wade Payne

Though he fell in stock this season, Pearce is an elite pass rusher who can be found in the mid-to-late first round.

20. Denver Broncos: Tyler Warren, TE, Penn State

Tuesday, Dec. 31, 2024. AP photo/Ross D. Franklin

Up front, this is probably too late for Tyler Warren. Many mocks project him as a top-12 pick, and the consensus is that Warren is 13th overall. However, the tight end continues to be a position devalued by NFL teams, and those with strong TE needs also have more substantial needs elsewhere. I wouldn’t be surprised to see him go seventh to the Jets or this far down the board.

NFL Mock Draft 1.0: Picks 21-32

21. Pittsburgh Steelers: Jahdae Barron, CB, Texas

A few defensive backs hit the open market this spring, and the Steelers could improve in the secondary. Jahdae Barron is one of the top talents in the first round and could rise on the boards in April.

22. Los Angeles Chargers: Colston Loveland, TE, Michigan

Saturday, Sept. 3, 2022. AP photo/Carlos Osorio

Just a year into Jim Harbaugh’s era, his influence on the Chargers is undeniable. With a relatively weak tight end room, one weakened by Hayden Hurst’s UFA designation this spring, Harbaugh went and grabbed one of his premier talents from Ann Arbor.

23. Green Bay Packers: Shavon Revel Jr., CB, East Carolina

Revel missed most of the 2024 college season due to injury, but he’s still viewed as a first-round talent. Like Green Bay, a team drafting at the back of the first round will find significant value with Revel.

24. Minnesota Vikings: Kenneth Grant, DT, Michigan

NFL mock draft

Jonathan Bullard and Jerry Tillery are set to hit the market as UFAs this spring. The Vikings pieced together a terrific 13-win season behind a strong defense under Brian Flores. With Flores set to return, the Vikings look to improve an already strong defensive front with Grant — arguably the better value of the two Michigan defensive linemen.

25. Houston Texans: Walter Nolen, DT, Ole Miss

Saturday, Nov. 23, 2024. AP photo/Phelan M. Ebenhack

Last year, the Texans spent over $90M improving their defense through free agency. While the offensive line caused significant issues for the team, I anticipate it spending its way to improvement there through free agency. Nolen is a first-round talent who, in another class, maybe picked inside the top 12. But thanks to a deep class, Houston is a gem late in the first round.

26. Los Angeles Rams: Josh Conerly Jr., OT, Oregon

Thursday, Jan. 30, 2025. AP photo/Butch Dill

Matthew Stafford returns this year and needs additional protection on the offensive line. Expect the Rams to boost that unit with several options on the table.

27. New Orleans Saints (via BAL): Jalen Milroe, QB, Alabama

Saturday, Sept. 7, 2024. AP photo/Vasha Hunt

The Ravens are historically a trade-back team in the first round, having done so thrice since 2018. With the Saints owning a bunch of draft capital and no answer at quarterback, watch for the Eagles’ influence to make one more prominent impact. The Saints watched Jalen Hurts and the Eagles win a Super Bowl in their stadium, and — hand size, accuracy, and general NFL readiness be damned — they could decide to take a swing on a “similar” player.

Look, someone will take a shot on Milroe, especially after watching Hurts & Co. Be it early in Round 2 or late in Round 1, he’s likely to be acquired by a team willing to risk trading up.

28. Detroit Lions: Jonah Savaiinaea, G, Arizona

NFL mock draft
Saturday, Sept. 10, 2022. AP photo/Rick Scuteri

Kevin Zeitler is poised to hit free agency, and almost every starter lost to injury on defense is set to return next year. Savaiinaea fits what the Lions want: a monstrous bulldozer, standing in at 6-foot-5, 336 pounds.

29. Washington Commanders: Benjamin Morrison, CB, Notre Dame

Saturday, Oct. 12, 2024. AP photo/Michael Caterina

Should Cleveland honor his trade demand, the Commanders appear firmly in the running for Browns EDGE Myles Garrett. If that happens, this pick goes to Cleveland. But as of early February, Washington still owns this pick and desperately needs help at the cornerback position. Morrison is an All-American who missed a large part of last season due to injury. Had he played the entire season, he would be off the board by now.

30. Seattle Seahawks (from BUF): Derrick Harmon, DT, Oregon

Saturday, Aug. 31, 2024. AP photo/Lydia Ely

With few departures in free agency, Seattle is in a position to take the best player available. Derrick Harmon wrecked multiple games single-handedly, notably Week 7 against eventual national champion Ohio State. Jarran Reed is set to be a UFA, and Harmon would fit that position nicely in Seattle.

31. Kansas City Chiefs: Josh Simmons, OT, Ohio State

NFL mock draft

Do we need to run a replay of Super Bowl 59? Every NFL mock draft this year will feature some offensive lineman here.

32. Philadelphia Eagles: Nic Scourton, EDGE, Texas A&M

NFL mock draft
Saturday, Sept. 28, 2024. AP photo/Julio Cortez

While not a Georgia Bulldog product — though Philly may have a few opportunities to draft another one — Scourton is the perfect “did we let him fall to the Eagles?” prospect in Round 1. At A&M and Purdue the last two seasons, Scourton racked up 15 sacks and 29 tackles for a loss playing a few EDGE alignments (DE, OLB).
