The 2025 NFL Draft is quickly approaching, just a few days away. Teams are releasing more smoke than ever, trying to persuade opponents into making trades or passing on target players. Beware reports from the top media names in the league, as they’re often given these smokescreens to increase validity. But there’s also plenty of trends to take away from late-draft season movement. With those moves in mind, here’s my final mock draft, with the latest NFL draft betting odds.

The 2025 NFL draft begins Thursday, April 24, in Green Bay. The first round will air on ABC, ESPN, and NFL Network at 8 p.m. ET/7 p.m. CT. Let’s look at TheLines’ final NFL mock draft, version 3.0.

NFL Draft No. 2 Pick Odds & Bets

NFL Mock Draft 2.0: Picks 1-10

1. Tennessee Titans: Cam Ward, QB, Miami (FL)

Nothing’s changed here. Despite the “generational talent” comments by Titans president of football operations Chad Brinker, Cam Ward appears to be nearly locked in as the first overall draft pick.

2. Cleveland Browns: Travis Hunter, CB/WR, Colorado

A significant development since NFL Mock Draft 2.0, the Browns appear poised to draft Travis Hunter with the second overall pick. The move makes sense if Cleveland isn’t going to trade out of this spot — Hunter fills two spots of dire need (among many, many spots). With a room full of veteran quarterbacks in Deshaun Watson (not likely to play), Kenny Pickett, and now Joe Flacco, Cleveland probably isn’t drafting Sanders here.

The odds and the movement are all in favor of Hunter.

3. New York Giants: Abdul Carter, EDGE, Penn State

Abdul Carter was once the favorite to be picked first overall. With Ward and Hunter seemingly locked to go 1-2, the Giants get a gift at No. 3. At most shops, Carter is a heavy favorite to be selected by the Giants.

New York could use a strong pass rusher to complement Brian Burns and Kayvon Thibodeaux. At Penn State, Carter played multiple spots, including stand-up pass rusher (which fits in the Giants’ 3-4 system) and hand-in-the-dirt true defensive end.

4. New England Patriots: Armand Membou, OT, Missouri

I still believe Armand Membou will hear his name called first among offensive linemen, though the winds shifted back to favor the LSU tackle. Membou measures out as a dominant left tackle in the NFL and rocketed up draft boards. Like with Andrew Thomas a few years ago, things went quiet around Membou late. But don’t be surprised if he goes No. 4 as the Patriots both satisfy a need and grab the best player available.

5. Jacksonville Jaguars: Will Campbell, OT, LSU

Nothing’s changed here for the Jaguars at No. 5, so here’s the rationale from Mock Draft 2.0:

Jacksonville lost a handful of offensive linemen to free agency, including Brandon Scherff and Mitch Morse. The team signed one starter, Eagles guard Fred Johnson (who suffered a midseason knee injury after six starts), but given the beating Trevor Lawrence took last year, Jacksonville needs to fix its offensive line first and foremost.

Campbell and Membou compete for OT1. However, Membou’s meteoric rise cannot be ignored. Campbell is a strong prospect who likely still goes inside the top five. According to Grinding the Mocks, Campbell is trending more toward a top-eight pick than a top-five.

6. Las Vegas Raiders: Ashton Jeanty, RB, Boise State

Another pick that I feel good about and didn’t change. From Mock Draft 2.0:

Geno Smith takes care of Las Vegas‘ QB problem for the next few years. The Raiders need several positions, especially on offense. While Raheem Mostert adds a bit of pop in the backfield, he has an extensive injury history. The offensive line needs to be addressed, but with the top two options off the board, reaching OT3 would be a reach. Maxx Crosby is locked up for a ton of money, so taking an edge rusher doesn’t make much sense.

So the Raiders go with the best offensive weapon available, Heisman runner-up Ashton Jeanty. Chip Kelly would get plenty of miles out of a player like Jeanty, and Kelly’s calling the offense this coming season.

7. New York Jets: Mason Graham, DT, Michigan

The Jets patched over at quarterback with Justin Fields for this season, with Tyrod Taylor as a fallback. With a new defensive-minded coach in charge, look for the Jets to take another nasty player up front. Mason Graham projects as a top-10 player, per industry mocks at Grinding the Mocks. The Jets lost Javon Kinlaw and Solomon Thomas from the interior defensive line in free agency, setting up a spot for Graham on Day 1.

Should Graham play out to his projection, paired with Quinnen Williams, few teams have a more sturdy interior than the Jets.

8. Carolina Panthers: Jalon Walker, EDGE, Georgia

Still nothing’s changed here from Mock Draft 1.0.

Further following the Eagles’ blueprint, taking stud defensive players from Georgia seems to be a successful strategy. Walker ranks just a few spots lower in the consensus and falls a few picks further in respected industry mocks. The Panthers need help, well, everywhere. But building the defense takes top priority after a dismal year. Carolina finished dead last in EPA per play allowed and competed with Dallas for the worst run defense in the league.

9. New Orleans Saints: Shedeur Sanders, QB, Colorado

Shedeur Sanders could fall in this draft. Once a candidate for the second overall pick, Shedeur fell as far as a mid-round one selection in many industry mocks. The Saints could prevent that slide. Rumors created by Deion Sanders himself sparked this trend to a top-10 selection for his son. While plenty of influential dads could create smoke, Prime Time is rarely full of hot air.

Whether it works out or not, Sanders keeps his comments good.

10. Chicago Bears: Tyler Warren, TE, Penn State

The Bears spent nearly $50M revamping this offensive line in free agency (plus acquiring Jonah Jackson via trade). Ben Johnson has plenty of offensive weapons and could get a lot of use out of Tyler Warren. Try hard though they have, Cole Kmet hasn’t risen to the consistent threat he flashed promise of. Warren is highly versatile — a serious weapon in Johnson’s creative offensive system.

Chicago could also go with a defensive end here, but with Johnson’s first-ever draft pick, he could sway GM Ryan Poles to grab a unicorn.

NFL Mock Draft 2.0: Picks 11-20

11. San Francisco 49ers: Will Johnson, CB, Michigan

This is a trend I’m buying into. Will Johnson’s draft stock wavered after missing the 2024 season with a torn ACL, giving way to other options. But late in the game, he’s quietly trending toward the top-10 pick he was projected to be before the injury.

The top two benefits from the NFL Combine for NFL teams include in-person interviews and medicals. It’s no coincidence that Johnson’s stock is rising post-combine now that teams have gotten medical evaluations on him. That knee must be good to go, and Johnson is going early.

12. Dallas Cowboys: Omarion Hampton, RB, North Carolina

This pick is far above consensus. However, given Jerry Jones’ influence on the Cowboys has never been greater — for proof there, take a look at their head coaching search — he’s going to pick a player he wants and everyone else be damned.

Omarion Hampton has risen to almost a universal Round 1 draft pick. With Jeanty off the board, watch for Dallas to go bold and still fill a serious position of need. Hampton is versatile as both a powerful runner and pass catcher. I compare this selection to Michael Penix Jr.’s surprise last year.

13. Miami Dolphins: Nick Emmanwori, SAF, South Carolina

The Dolphins signed Ashton Davis but lost both of last year’s starters to free agency. Safety is a position of need, and there’s a new rising No. 1 SAF in this class: Nick Emmanwori.

14. Indianapolis Colts: Jihaad Campbell, LB, Alabama

Jihaad Campbell remains one of the year’s biggest risers. Once an almost Round 4 projection, Campbell could flirt with the first half of Round 1. In their 4-2-5, the Colts require linebackers to be highly athletic and rangy … the exact two words to describe Campbell.

15. Atlanta Falcons: Mykel Williams, EDGE, Georgia

The receivers in this year’s class are slipping in projected odds boards, much like 2020. Mykel Williams is a strong prospect at a position of need in Atlanta.

16. Arizona Cardinals: Tetairoa McMillan, WR, Arizona

Well, Tetairoa McMillan wouldn’t have to go far from college, would he? Arizona could use another pass catcher to relieve Marvin Harrison Jr. of his constant double teams, and T-Mac provides as good relief as any, especially downfield.

17. Cincinnati Bengals: Shermar Stewart, EDGE, Texas A&M

Shermar Stewart is an interesting prospect to watch for Thursday night. He’ll be in attendance and could go anywhere from 10th overall to staying put in the green room alongside a few others (not to spoil, but Jalen Milroe, Jaxson Dart). So, let’s cut the difference for the faller. The Bengals need to (a) significantly improve their defense and (b) rebuild their defensive front.

The Trey Hendrickson saga has no end in sight. A frugal Cincinnati front office hopes he has a change of heart, like Myles Garrett did in Cleveland, while not willing to fork over $160 million. The Bengals have declined trade offers, meaning this situation could end in a holdout. Stewart could be an insurance policy or a bargaining chip to get Hendrickson to stay.

18. Seattle Seahawks: Kelvin Banks Jr., OT, Texas

The Seahawks could use help along the offensive line, and a decision needs to be made on Charles Cross, who’s in a contract year. Kelvin Banks fell slightly from his days as a top-10 prospect, and his slide could end here with Seattle.

19. Tampa Bay Buccaneers: Mike Green, EDGE, Marshall

Tampa did address some need for EDGE in free agency, but that piece comes as a question mark. Haason Reddick sat out most of last season to avoid playing for the Jets. He’s not the future of this defense, as a pass rusher is undoubtedly a need. Mike Green has risen to not just a Round 1 lock but, more likely than not, a top-20 pick.

20. Denver Broncos: Colston Loveland, TE, Michigan

The NFL landscape unanimously views Warren and Colston Loveland as Round 1 talents. The Broncos need a tight end, and Loveland is there for the taking. Another benefit of jumping on Loveland here is that Denver keeps him away from what appears to be a home-run landing spot in division rival Los Angeles’ locker room.

NFL Mock Draft 2.0: Picks 21-32

21. Houston Texans (via PIT): Emeka Egbuka, WR, Ohio State

Despite trading away their top offensive lineman, the Texans spent $21.5 million this year to fix a disastrous offensive line. The next most pressing issue is the wide receiver position. Houston brings in Christian Kirk, but this room is vastly underwhelming. So the Texans traded up with the Steelers to grab C.J. Stroud’s favorite target in Columbus, Emeka Egbuka, in hopes of sparking their passing game.

22. Los Angeles Chargers: Matthew Golden, WR, Texas

Matthew Golden has become quite a controversial prospect in draft social media spaces. He’s blazing fast and showed an ability to make difficult catches while contorting his body in ways that would vaporize an average person’s knees. The Chargers need some help in the pass-catcher department, and Golden is a good outside option. Quentin Johnson has improved, but his 59% catch rate and eighth-highest drops among receivers with fewer than 100 targets make him unreliable.

23. Green Bay Packers: Jahdae Barron, CB, Texas

Jahdae Barron is a surefire first-round pick and a future lockdown corner in the NFL. While he receives a bit more credit than he should for Texas’ playoff shutdown of star Jeremiah Smith (Texas had a strong game plan that included bracketing and other means of help), Barron didn’t earn All-America honors in the SEC for nothing. The Packers need help in the secondary, and Barron can satisfy several positions, from outside to slot corner.

24. Minnesota Vikings: Tyler Booker, OL, Alabama

The Vikings need to bolster the depth of their interior offensive line with Ryan Kelly and Will Fries still unsigned. Tyler Booker watched his stock rise and then significantly fall this spring. He’s still almost certainly a Round 1 pick, and this landing spot makes a lot of sense.

25. Pittsburgh Steelers (from HOU): Derrick Harmon, DT, Oregon

The Steelers don’t have an answer at quarterback, and their position with Aaron Rodgers won’t be set until after the draft (after all, Rodgers doesn’t want to sign with a team that’ll replace him with a rookie). If Pittsburgh is serious about landing Rodgers this year, it’ll bypass a quarterback early in this draft. It needs help along the defensive line with Cameron Heyward, who is aging. In October, Derrick Harmon played excellent football against tough opponents, namely Ohio State.

26. Los Angeles Rams: Josh Simmons, OT, Ohio State

The Rams need an injection of youth at tackle. Rob Havenstein is 33 and could be let go to free agency after this season. Alaric Jackson played well in 2024 but could save the team some cap space if cut in 2026. Josh Simmons spent most of last year hurt, but he was rock solid before that injury.

27. Baltimore Ravens: Malaki Starks, SAF, Georgia

Malaki Starks is a versatile defender capable of playing free safety (~50% of snap alignments in 2024), box safety (~25%), or nickel (~25%). The Ravens already have a versatile safety in Kyle Hamilton, but running mate Ar’Darius Washington is set to be a free agent after this season. Starks is a Round 1 prospect, and Baltimore has a nose for sniffing out late Round 1 studs, especially on defense.

28. Detroit Lions: Donovan Ezeiruaku, EDGE, Boston College

Donovan Ezeiruaku’s name appears almost uniformly across industry mock drafts. The ACC Defensive Player of the Year would be a great fit on a Detroit defense that needs more depth (as we saw after several injuries last year).

29. Washington Commanders: Maxwell Hairston, CB, Kentucky

Nobody ran a faster 40-yard dash than Maxwell Hairston at the NFL Combine (4.29!). The Commanders need serious help at cornerback after a not-so-great showing from recently acquired Marshon Lattimore. Having one physical corner (Mike Sainristil) and one speedster (Hairston) would give Washington a solid one-two punch.

30. Buffalo Bills: Walter Nolen, DT, Ole Miss

After signing Larry Ogunjobi and Joey Bosa this offseason, Buffalo should completely revamp its defensive line for 2025. The Bills must also get creative building their units after inking Josh Allen for $250M guaranteed. Walter Nolen is a strong Round 1 prospect who could impact the Bills on Day 1.

31. Kansas City Chiefs: Josh Connerly Jr., OT, Oregon

The Chiefs should look at one unit and one unit only throughout this draft. Josh Conerly Jr. is the best tackle available.

32. Philadelphia Eagles: Kenneth Grant, DT, Michigan

The defending Super Bowl champions have the luxury of drafting any piece they want, as most of the team returns in 2025. The offensive line could be bolstered, but Kenneth Grant is the best available player. Add another big, nasty to the Eagles’ front line.
