Circa Sports Awarded Arizona Sports Betting License

One of the valuable tribal licenses for Arizona sports betting has been awarded, opening the door for a new sportsbook operator in the Grand Canyon State.

Circa Sports was awarded an Arizona betting license in partnership with the San Juan Southern Paiute Tribe, effective as of July 27. Circa Sports can now legally operate in Arizona at any point in the future, although it still has to build its infrastructure to launch.

The allocation brings Arizona’s sportsbook number back up to 14 sportsbooks. State law allows for a maximum of 20 sportsbooks, divided equally between tribal partners and professional sports teams. Arizona had been operating with at least one tribal license open, as Sporttrade exited the market in May 2026.

Circa Sports, once operational in Arizona , would exist in seven states overall. The sportsbook already operates in Colorado, Illinois, Iowa, Kentucky, Missouri and Nevada.

How Does This Change Things for Arizona Sports Betting?

The market might change a little, but Arizona bettors probably won’t notice a big difference at first. Circa Sports adds another option in the state, but like most states, Arizona is dominated by the likes of DraftKings, FanDuel, Caesars and BetMGM.

What it confirms for the state’s Department of Gaming is that there’s still a strong market for licenses. Arizona has reopened its application process for an Arizona sports betting license twice this year, once for a full license and once for a limited event license.

Although the full license is more valuable, it’s also a lot more cost-prohibitive to get. For Circa Sports to apply for and obtain a full license says it intends to compete in the state.

Why Are Tribal Sports Betting Licenses So Valuable?

Because of Arizona sports betting laws, partnering with a tribe offers a secure partner for a sportsbook. The state’s professional sports teams — the Arizona Diamondbacks (MLB), Arizona Cardinals (NFL), Phoenix Suns (NBA) and Phoenix Mercury (WNBA) offer stable partnerships, but the possibility always exists that they could relocate. That happened with the NHL’s Arizona Coyotes, costing Sahara Bets its state licenses.

The state’s tribes cannot relocate and aren’t subject to the economics of sports. That makes them a reliable partner, ideal for a mid-level sportsbook looking to establish itself in Arizona. There is also never a shortage of tribes in the state; it’s home to 22 federally-recognized tribes.

That means a tribal license doesn’t come available often. When it does, it’s highly sought by any providers who want to offer Arizona sports betting.

When Will Circa Sports Enter the Market?

It depends on how prepared Circa Sports is to offer sports betting in Arizona. Historically, it takes up to six months from approval for a new provider to launch in a state. If a provider is better prepared, the launch period is usually shorter.

It's not clear if any other providers will enter the market. The Arizona Department of Gaming still has six slots available for Arizona sports betting, most of which are sports team partnerships. It’s not clear if any other tribal partnerships are available in the state.

The Department of Gaming began accepting applications for Arizona sports betting licenses near the end of June. It has not announced when it would stop.
