Is Kansas Sports Betting Legal?

Yes, sports betting in Kansas is legal, here is a bit of background including a timeline with the key updates.

In early May 2022, Kansas Gov. Laura Kelly signed the Senate 84 Bill (SB84), which called for the legalization of both retail and Kansas online sports betting sites statewide. The two legislative chambers had agreed on appropriate language for the bill on April 1, 2022.

The Kansas sports betting law authorizes the Kansas Lottery (KSL) to contract with "lottery gaming facility managers" (LGF) in order to add retail and online sports betting to the gaming operations that they are conducting on behalf of the KSL.

LGF managers may offer up to three online sports betting platforms, as long as they’ve been approved by the Kansas Gaming and Racing Commission (KGRC). Kansas’ sports betting law enables these LGF Managers to strike deals with up to 50 marketing entities, including professional sports teams. Since KS has four casinos, in practice that means that technically 12 legal sports betting apps are able to launch.

The first day of service on Sept. 1, 2022, witnessed the launch of six top online sportsbooks. FanDuel, Caesars, and BetMGM are all viable options for Kansas sports bettors. A great deal of politicians throughout the state are attributing the new law’s success to an amendment that mandated 80.0% of the state’s revenue from gaming operations be reinvested into a fund set up for the financing of a new professional sports facility in Kansas. The law dictates that the majority of proceeds resulting from the "Attracting Professional Sports to Kansas" (APSK) fund have been put in place to cover any cost relative to Kansas’ mission for a new sports franchise within the state, including construction and revitalization cost.

Kansas Sports Betting Revenue Projections

Preliminary revenue figures estimated by the Kansas Lottery Commission indicate that sports wagering could bring in excess of $40 million of revenue over the next five years. According to state representative Paul Waggoner, the state itself should only anticipate $5 million in revenue.

"We’re not going to be balancing the budget on the revenues coming in from sports betting, but every little bit helps," Gov. Kelly said.
