Kansas Sports Betting Timeline And Legal Updates

In early May, Kansas Gov. Laura Kelly signed the Senate 84 Bill (SB84), which called for the legalization of both retail and online sports betting statewide. The two legislative chambers had agreed on appropriate language for the bill on April 1.

The Kansas sports betting law authorizes the Kansas Lottery (KSL) to contract with “lottery gaming facility managers” (LGF) in order to add retail and online sports betting to the gaming operations that they are conducting on behalf of the KSL.

LGF managers may offer up to three online sports betting platforms, as long as they’ve been approved by the Kansas Gaming and Racing Commission (KGRC). Kansas’ sports betting law enables these LGF Managers to strike deals with up to 50 marketing entities, including professional sports teams. Since Kansas has four casinos, in practice that means 12 legal sports betting apps may launch in Kansas.

The casinos hurried to line up partners, but the regulatory process will reportedly stretch into the NFL season and render the high hopes of a pre-season launch just that, hopes.

More details about the exact rules for Kansas mobile sports betting will emerge soon, perhaps after Aug. 12. That was the date for when regulators were scheduled to hammer out the language of Kansas sports betting law. Reports initially said they agreed upon such language, but details were not immediately available.

Bettors will want to know about the sign-up process, such as whether they must register in person or can do so online, as well as other minutiae.

Kansas Mobile Sportsbooks

Again — pending what happens with tribal partnerships (read below) — the Kansas sports betting market may see up to 12 mobile sportsbooks. While the state legalized retail sports betting as well as mobile, the vast majority of the wagers made will come online, if Kansas revenues break down like most any other state.

As of early August, seven operators have set up deals to operate Kansas sports betting apps:

  • Barstool Sportsbook (partnered with Hollywood Casino)
  • BetMGM Sportsbook (partnered with Kansas Star Casino)
  • FanDuel Sportsbook (partnered with Kansas Star Casino)
  • DraftKings Sportsbook (partnered with Boot Hill Casino & Resort)
  • Bally Bet Sportsbook (partnered with Boot Hill Casino & Resort)
  • PointsBet Sportsbook (partnered with Kansas Crossing Casino & Hotel)
  • Caesars Sportsbook (partnered with Kansas Crossing Casino & Hotel)

The above Kansas sports betting apps only represent a partial look at the market, potentially. More could still apply for licenses and enter, either through the remaining available partnerships, through potential tribal partnerships or through future partnerships with some casino that gets built in the future.

In many other states that already have legal online sports betting, sportsbooks have promo codes and bonus offers for new users. These typically come in the form of deposit matches and free bets worth hundreds of dollars.

Some of the most popular sportsbooks in other American states are DraftKings online sports betting, FanDuel, BetMGM and Caesars. Be on the lookout for those sports betting sites to be live in Kansas soon.

Response From Tribal Gaming

In addition to commercially operated casinos, the new SB84 bill also allows for the state’s Indian Tribes to offer sports betting in accordance with the “Indian Gaming Regulatory Act.”

Upon request from any particular Tribe, the lottery may authorize any sports betting platform through the governor’s office. Any federally recognized Native American tribe can request the ability to operate a sports betting platform.

‘Attracting Professional Sports to Kansas’ Fund

A great deal of politicians throughout the state are attributing the new law’s success to an amendment that mandated 80.0% of the state’s revenue from gaming operations be reinvested into a fund set up for the financing of a new professional sports facility in Kansas.

The law dictates that the majority of proceeds resulting from the “Attracting Professional Sports to Kansas” (APSK) fund have been put in place to cover any cost relative to Kansas’ mission for a new sports franchise within the state, including construction and revitalization cost.

Brett Fairchild, a state representative, also gave his support for the bill asserting that allowing people to voluntarily gamble on sports under a system regulated by the state was “better for the cause of liberty than prohibiting gambling altogether.”

Kansas Sports Betting Revenue Projections

Preliminary revenue figures estimated by the Kansas Lottery Commission indicate that sports wagering could bring in excess of $40 million of revenue over the next five years. According to state representative Paul Waggoner, the state itself should only anticipate $5 million in revenue.

“We’re not going to be balancing the budget on the revenues coming in from sports betting, but every little bit helps,” Gov. Kelly said.

Financial Implications Of Launching In 2023

While SB84 initially set up guidelines to launch in 2023, Governor Kelly is far more optimistic that sportsbooks will be live later this year.

If Kansas citizens are in-fact able to place wagers in the coming weeks, many state representatives have indicated that the state could make an extra $2-3 million if the Kansas sports betting law is to be effective in the very near future.
