Ontario Gaming Commission Levies $120K Fine Against Betty Gaming

The Alcohol and Gaming Commission of Ontario (AGCO) announced a fine of $120,000 against Betty Gaming, stemming from an age verification issue with the iGaming provider.

According to AGCO, a vulnerability in Betty Gaming’s age restrictions allowed nine individuals under the age of 19 to create accounts, make a deposit and play on Betty.ca’s site. An additional 14 individuals successfully created accounts, but did not make a deposit.

It’s the third-largest fine that AGCO has levied against a provider, and the second-largest of 2026. Only FanDuel has faced a larger fine this year. That came because of failure to monitor the integrity of table tennis bets.

“The legal age requirement is one of the most basic and important safeguards in Ontario’s regulated gaming market,” AGCO CEO Dr. Karin Schnarr said. “Young people must not be able to create accounts, deposit money, or gamble online. Registered operators are responsible for making sure their systems work before those systems go live. When those responsibilities are not met, we will take action to protect young people and uphold confidence in Ontario’s regulated market.”

Per Ontario law, Betty Gaming has 15 days to appeal the ruling.

How Did Betty Gaming Violate Ontario Law?

In November 2025, an error in the system briefly allowed underage individuals to register on Betty.ca’s site. Normally, the provider requires age verification to open an account, but the eligibility controls didn’t work as expected.

AGCO was alerted to the error, leading to the start of its investigation. Once a person signs up for an account, age verification isn't required until they attempt to withdraw money. While this works as a check on underage players in theory, a player could exhaust their funds without withdrawing any money. If they got past the first checkpoint, they could play without ever triggering a verification check.

What Other Fines Has AGCO Levied?

Only three other instances have exceeded $100,000 in fines. The FanDuel incident, which saw that provider accept 144 bets on Czech table tennis in 2024, remains more than double that of any other AGCO fine in its brief history. FanDuel faced a fine of $350,000, well beyond Betty Gaming’s penalty.

The only other fine to top Betty Gaming’s amount came in Nov. 2023, when PointsBet failed to provide assistance to a player flagged as a problem gambler. Additionally, the site did not enforce a mandatory cooling-off period. It was fined $150,000 for those instances. PointsBet again found itself in trouble this year, when it failed to report offering action on bets in a scandal involving former Toronto Raptors player Jontay Porter.

Finally, BetMGM faced a fine of $110,000 in March 2025 because a third party offered customers cash for signing up. That Betty Gaming’s fine exceeded that level said that AGCO wanted to make a statement against underage gambling.
