After weeks of delays and several meetings, Barstool Sportsbook and its parent company Penn National have been approved for online betting licenses in Massachusetts. The Massachusetts Gaming Commission (MGC) approved the applications during the January 4, 2023 meeting but with some conditions.

The sportsbook will be tethered to Plainridge Park Casino, another Penn National property.

Barstool Sportsbook Massachusetts License Was In Doubt

This victory for Penn comes following doubt back in December. During several meetings, the MGC expressed concerns over Barstool Sportsbook. The concerns ranged from the company’s marketing with collegiate organizations and the controversial CEO David Portnoy.

During intense questioning, the MGC was able to feel comfortable offering the betting license. The commission voted unanimously to approve the betting licenses for Barstool and Penn National.

Retail sports betting in Massachusetts is scheduled for a January 31 launch. With Plainridge Casino using a Barstool Sportsbook for its retail operation, it is good that Penn National was able to secure this license beforehand.

Online sportsbooks in Massachusetts are slated for a March launch with no definitive date. Several online operators have already been approved, including BetMGM, Caesars Sportsbook, and WynnBET.

Conditions For Barstools Approval

The MGC set some conditions for the Barstool Sportsbook Massachusetts application. For starters, Barstool will be subject to thorough background investigations by the Massachusetts Investigation and Enforcement Bureau (IEB). This will take place following the full acquisition of Barstool by Penn National.

Barstool Sports brand also is required to change its marketing strategy to make sure they are only targeting those who are 21 years or older. This includes the company’s ‘Barstool Sports College Football’ shows. Attendees must now be of the legal sports betting age.

There are also diversity goal requirements to be made under the conditions of gaining the license. Commissioner Brad Hill specifically pushed for Penn National and Barstool to set goals to place more women in managerial positions going forward. According to Penn National, 27% of its employees are women and 30% hold leadership roles.

With these conditions, Barstool will be able to operate in the Bay State. The March launch window is when locals will likely get their hands on the Barstool Sportsbook Massachusetts app.
